Housing2The 2021-2029 Housing Element is being drafted.

The Housing Element in Artesia's General Plan was last approved in 2013 and details the City's housing goals from 2013 through 2021. State law requires that the Housing Element be updated every eight years. The 2021-2029 Housing Element is the sixth update and will build upon the City’s current Housing Element 2013-2021. 

What is a Housing Element?

Since 1969, California has required that all local governments (cities and counties) adequately plan to meet the housing needs of everyone in the community. California’s local governments meet this requirement by adopting housing plans as part of their “General Plan,” which is also a requirement of the state. General Plans serve as the local government’s "blueprint" for how the city and/or county will grow and develop and include seven elements: land use, transportation, conservation, noise, open space, safety, and housing. 

The Housing Element is a component of the General Plan and is a local plan adopted by the City that includes goals, policies, and programs that direct decision making. This plan is updated by reviewing and revising the goals, policies, and programs of the existing Housing Element to ensure that the City can meet the housing needs of all Artesia residents, current and future, through the year 2029

The Housing Element also responds to projected population growth and the housing necessary to support Artesia’s future residents. The Southern California Association of Governments (SCAG) releases housing targets in advance of the Housing Element update every 8 years. Cities must respond to these housing projections and adequately plan for this projected demand.

Public Involvement

The City will hold public meetings to ensure residents and visitors can find out more about the City’s Housing Element.

  • September 30, 2021 - Special Planning Commission Meeting (virtual meeting)
  • October 2, 2021 - Diversity Festival
    Staff will be available from 3pm to 10pm on Pioneer Blvd. in Downtown Artesia to discuss the Housing Element.
  • October - December 2021 - Forward Draft Housing Element to the State for review
  • October 11, 2021 - Regular City Council Meeting
  • January 6, 2022 – Special Planning Commission Public Hearing
  • January 10, 2022 - City Council Public Hearing to Adopt Housing Element Update 
  • January 2022 - Submit Final Housing Element Update to the State
