Code Enforcement 

Code enforcement patrols the City with the purpose of enforcing the Artesia Municipal Code and California Building Code.

Administrative Citations & Appeals

Citation Processing Center is the company contracted by the City to handle parking citations. Parking citations cannot be paid contested in person or via e-mail. Within 21 days of issuance, the registered owner, lessee or person responsible for the vehicle cited shall either: 

1. Pay the administrative citation. Accepted payment methods include personal check, money order, or cashier's check (U.S. Bank only). Do not send cash. Make checks payable to "City of Artesia" and write the citation number on your check.

2. If you wish to contest the violation, you must pay the administrative citation first before appealing. To appeal, you must request a hearing by including the following:

Administrative hearings are informal, and formal legal procedures do not apply. Both parties may present evidence and question witnesses. A written decision will be issued within 10 days of the hearing. If the citation is upheld, you may file a Notice of Appeal with the Superior Court within 20 days and must serve a copy to the City Clerk within 5 calendar days. If no appeal is filed, the hearing officer’s decision is final.

Any person who is financially unable to make the advance deposit of the fine as required by Section 1-7.08 may request an advance deposit hardship waiver by completing a written Hardship Waiver Form which shall be filed together with the request for hearing within 21 calendar days from the date the administrative citation is served.

Attention: 
A late charge equal to fifty percent (50%) of the fine amount shall be due for any fine that is not received within 21 days from the date of service. Abatement of a violation shall not excuse the obligation of the Responsible Person to pay a civil fine, or any late charge imposed on that untimely payment of the civil fine. The failure of any person to pay the civil fine and/or late charges imposed by an administrative citation shall constitute a debt that may be collected in any manner allowed by law.
 
 The City of Artesia at its discretion may pursue any and all legal and equitable remedies for the collection of unpaid fines and penalties. Pursuit of one remedy does not preclude the pursuit of any other remedies until the total fines and penalties
