Building & Safety
The Building and Safety Department is responsible for reviewing construction/structural plans and building under construction. The department does this to verify code compliance with minimum building and safety standards required by local codes and uniform building codes.
OpenGov Permit Portal
Planning to apply for a building, electrical, plumbing, or mechanical permit? You can now complete the entire process online using the City's permitting system powered by OpenGov. This online portal allows residents, contractors, and business owners to submit applications, upload plans, pay fees, and track permit status, all in one place.
What you Can Do Online
Through the OpenGov portal, you can:
- Apply for Building, Electrical, Plumbing, and Mechanical permits
- Upload plans and supporting documents
- Pay permit fees securely
- Track application and review status in real time
- Receive notifications and correction comments
- Communicate directly with City staff
The OpenGov system is available 24 hours a day, 7 days a week.
How to Access the System
- Visit the City's Online Permitting Portal: artesiaca.portal.opengov.com
- Create an account or login (top right corner).
- Select the appropriate department (Building & Safety Department).
- Select the appropriate permit type.
- Complete your application and upload required documents.
Before You Apply
To help avoid delays:
- Review Submission requirements for your specific permit type.
- Ensure plans are complete and meet City standards.
- Confirm all required documents are uploaded at the time of submission
Express Solar Roof Mount Permits
Planning to install solar roof panels? Starting September 30, 2024, you will be able to follow these simple steps:
- Fill out the Artesia Express Residential Solar Homeowner Acknowledgement Form and have it signed off by the Planning Department. It can be submitted in person during counter hours Monday - Thursday 7:30-10:30am or every other Friday 8am-10:30am. It may also be submitted through the Planning Portal found on the right of this screen.
- Apply for the express solar roof mount permit directly through the Los Angeles County system, EPIC-LA and upload the approved acknowledgement form.
How to use the LA County system
- Visit the L.A. County permit website.
- IMPORTANT! Enter “Artesia” in the search bar at the top of the screen to display ONLY the Artesia Permits.
- You will see the two Artesia permits for solar panels Express Solar Roof Mount Residential and Express Solar Roof Mount Residential with Energy Storage System. Choose the correct permit for your situation.
- When you click the blue “apply” button, you will be asked to log in or set up an account to access the application. LA County
- Once you have an account set up, follow the instructions to apply for the express solar permit and upload the Acknowledgement Form.
Required Building & Safety Permits
The City of Artesia contracts with the County of Los Angeles for the provision of Building & Safety Services. Click here for the current fee schedule.
Building, Electrical, & Plumbing Permits
A building, electrical, or plumbing permit is required to erect, construct, enlarge, alter, repair, move, improve, remove, connect, convert, demolish, or equip any building, structure, or portion. Examples are:

Electrical, plumbing, mechanical, and gas piping permits are required for installation of:

This is necessary to ensure that all buildings meet minimum standard that protects its occupants and neighbors not only in everyday living, but also in case of an emergency or natural disasters.
Permits shall be issued to duly licensed contractors; however, a home owner or his/her relatives can obtain a permit to do the construction or alteration of a one or two family dwelling provided that work will be performed by the homeowner.
For one and two family dwelling projects, a Certification of Smoke and Carbon Monoxide Alarm Compliance form must be completed.
All construction and demolition projects are required to comply with the City's Construction and Demolition Waste Diversion Program, which aims to reuse or recycle at least 65% of project waste. Please complete and submit the Job Site Recycling and Waste Reduction Plan and the Security Deposit Reimbursement Request Form to demonstrate compliance and qualify for deposit reimbursement.
