Enhanced Infrastructure Financing District (EIFD)
On January 1, 2015, Governor Jerry Brown signed into law, SB628, “Enhanced Infrastructure Financing Districts” (EIFDs) which allows for a separate government entity to be created by a city or county within a defined area to finance infrastructure projects with community-wide benefits.
The City of Artesia, in partnership with the County of Los Angeles, is in the process of forming an Enhanced Infrastructure Financing District (EIFD) called the Artesia Enhanced Infrastructure Financing District (Artesia EIFD).
The purpose of the Artesia EIFD is to assist in the financing of infrastructure projects that will encourage housing and commercial development in opportunity areas throughout the City, primarily along the Pioneer Boulevard corridor. The proposed area is a focused area of 324-acres, representing approximately 31% of the City of Artesia. Approximately $60.0 million of infrastructure projects will be identified.
Public Financing Authority (PFA)
The City Council has established a separate entity, the Public Financing Authority (PFA), who will oversee the creation of the Artesia EIFD and be responsible for the adoption of the final IFP. The PFA will also be responsible for the issuance of bonds for the Artesia EIFD in the future as well.
