Building & Safety

New Building Permits
are now being issued weekly via phone and email.
For new building/trade permits, please fill out the appropriate application form/s (links below) and provide plans if needed. For permits for commercial or rented properties, the following information is also required:
  • a copy of the contractor’s license;
  • contact information for the licensee; and
  • City of Artesia business license
For new construction or tenant improvements, you may also need to pay for the Construction and Demolition program. Please email staff at to check whether this is applicable to your project.

New Plan Checks can be submitted weekly via phone and email.
To submit a new plan check please fill out the building permit form (link below) and email with plans to . Please include your name and a contact number in the email. Staff will call you with information on the cost, and to take payment via credit card over the phone.

Applications must be confirmed complete by City staff prior to the issuance of any permits or plan check submittal.

Resubmittals for existing plan checks can be accepted only by email. Please send updated plans to .

Building Inspections can be scheduled for Mondays, Wednesdays, and Thursdays only until further notice. To schedule an inspection, please call 562-865-6262 (x 200) by 4 pm the day prior to the requested inspection. Please leave your name, phone number, property address of inspection and describe the type of inspection.

The Building and Safety Department is responsible for reviewing construction/structural plans and building under construction. The department does this to verify code compliance with minimum building and safety standards required by local codes and uniform building codes.

Required Building & Safety Permits
Building and Safety is managed by a county employee, not a city employee.

Building, Electrical, & Plumbing Permits
A building, electrical, or plumbing permit is required to erect, construct, enlarge, alter, repair, move, improve, remove, connect, convert, demolish, or equip any building, structure, or portion. Examples are:
  • Garages
  • Room additions
  • Swimming pools
  • Workshops or sheds
  • Patio covers or awnings
  • Fences or block walls
  • Storage buildings
  • Retaining walls (over 3 inches)
  • Re-roofing

Electrical, Plumbing, Mechanical, & Gas Piping Permits
Electrical, plumbing, mechanical, and gas piping permits are required for installation of:
  • Electrical wiring
  • Garbage disposal
  • Dryers
  • Water heaters
  • Sinks
  • Swimming pool piping
  • Air conditioners
  • Lawn sprinklers
  • Water softener
  • Solar
  • Fans

This is necessary to ensure that all buildings meet minimum standard that protects its occupants and neighbors not only in everyday living, but also in case of an emergency or natural disasters.

Permits shall be issued to duly licensed contractors; however, a home owner or his/her relatives can obtain a permit to do the construction or alteration of a one or two family dwelling provided that work will be performed by the homeowner.
