City parks are central to healthy, safe, vibrant, and sustainable communities.

In 2018, the City of Artesia purchased a 1.43-acre property at 11462 and 11504 178th Street in Artesia to convert to a new public park. This purchase, possible due to years of prudent financial management, will provide an exciting new public space to bring the community together called the "Artesia Botanical Garden". As part of the process, the City is conducting environmental review under the California Environmental Quality Act (CEQA). NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION
AND SCHEDULING OF PUBLIC SCOPING MEETING

SUBJECT: Notice of Intent to Adopt a Mitigated Negative Declaration in Compliance with Title 14, Section 15072(b) of the California Code of Regulations.

The City of Artesia (City) is the lead agency under the California Environmental Quality Act (CEQA) in the preparation of the Mitigated Negative Declaration (MND) for the Artesia Botanical Garden Project (project) as described below. The City has prepared an Initial Study to evaluate potential environmental impacts resulting with the project and has identified appropriate mitigation measures to reduce potential project impacts to less than significant.

PROJECT TITLE: Artesia Botanical Garden Project

PUBLIC REVIEW PERIOD: October 17, 2019 to November 6, 2019 (20 days)

PUBLIC MEETING: A public meeting to discuss the project will be held on November 4, 2019 at 1:00 p.m., at Artesia Park & Albert O. Little Community Center, 18750 Clarkdale Avenue, Artesia, CA 90701.

PROJECT ADOPTION: After close of the public comment period, the City shall finalize the MND and the City Council will consider adopting the MND and the Proposed Project at its regularly scheduled Council meeting on November 13, at 5:00 p.m., 18747 Clarkdale Avenue, Artesia, California 90701.

AGENCIES: The City requests your agency’s views on the scope and content of the environmental information relevant to your agency’s statutory responsibilities in connection with the proposed project, in accordance with California Code of Regulations, Title 14, Section 15073. Your agency will need to use the MND prepared by the City when considering your permit or other approval for the project.

ORGANIZATIONS AND INTERESTED PARTIES: The City requests your comments and concerns regarding the environmental issues associated with construction and operation of the proposed project.

PROJECT LOCATION: 11462 and 11504 178th Street, in the northwest part of the City of Artesia, south of the intersection of Gridley Road and 178th Street.

PROJECT DESCRIPTION: The proposed project would result in the redevelopment of an existing former plant nursery and associated residential buildings with a public park with botanical garden landscaped from existing vegetation, an approximately 4,000-square-foot community center building with restroom facilities, an approximately 2,700-square-foot open pavilion picnic/BBQ area, an outdoor theater, turf areas, an educational area, and mural space for public art. Ancillary amenities would include special event lighting, walkways and plazas, trails throughout the existing forested area, a dry creek, and ornamental trees and landscaping. A wall would be constructed along the southwest residential perimeter to separate the project site from the adjacent residence. Limited access would be provided via an existing eastern driveway, and the western driveway would be converted to a pedestrian entrance.

POTENTIAL ENVIRONMENTAL EFFECTS: The project’s potential environmental effects are further described in the project’s Environmenal Initial Study/Mitigated Negative Declaration which is available for review as detailed below. The project site is not located on any of the lists enumerated under Section 65962.5 of the Government Code.
