Golden State Water logo

Lower income residents who are served by Golden State Water can apply for lower water rates.

Golden State Water Company offers a monthly credit for customers that qualify for the California Alternate Rates for Water (CARW) program. If a customer already participates in the CARE program of participating energy utilities, he or she may also qualify for Golden State Water’s CARW program by submitting a copy of a current utility bill showing his or her eligibility for CARE.

Qualifications are based on the number of people living in a home and total household income, including wages, government checks and benefits, and other financial support the customer and members of his or her family receive.

For further information, please contact customer service at (866) 360-CARW.
