Sally Zuniga Flowers, who was raised in the City of Artesia, has continued her family's tradition of community involvement and leadership by serving as a member of the Artesia City Council, including a term as Mayor. Her mother's family moved to the Artesia area in 1892 and helped to establish the City. Sally's grandfather was the only Law Enforcement Constable in Artesia's history, and was the City's first "Man of the Year." Her mother served for 16 years as a member of the Regional Library Council for the Artesia County Library and was the Artesia Volunteer of the Year recipient in 1986.

Sally Zuniga Flowers has a broad array of business management experience. She was owner/partner of successful real estate company for five years and for the past 14 years has been an office manager assistant to the controller of a corporation and its affiliated companies. Those businesses include four family entertainment centers, the largest theme park in Arizona, a lighting manufacturing company, and a computer software company, which is currently developing software for Internet portals. A graduate of Cerritos College and Pepperdine University, Sally earned a degree in Business Management.

Sally Zuniga Flowers is also known and respected for her service to the City of Artesia and its residents. She has held such positions as President of The Friends of Artesia Library for two consecutive terms, Ambassador for the Artesia Chamber of Commerce, Artesia Chamber of Commerce Board of Directors for two years, and in the Latino Caucus for the League of California Cities. She has also served as a director on the Greater Los Angeles County Vector Control District, the Los Angeles County Sanitation District and the Los Angeles County Library Commission representing Los Angeles County Supervisor Don Knabe. Sally was elected to the City of Artesia City Council in March 1997 and has served as Mayor Pro-Tem, as well as Mayor for 2000-2001. She believes the City deserves a balanced and diverse City Council that will offer equal treatment to all residents and businesses. She has a proven record of community accomplishments and will continue to strive for community involvement by businesses, residents, commercial members and organizations all working in partnership for a better Artesia.

She has been appointed by Governor Gray Davis for the California Board of Accountancy. Sally was also elected to the executive board of the California Contract Cities, where she is currently secretary treasurer. Additionally, she was elected as regional director for the National Association of State Boards of Accountancy (NASBA).
